The role of the County Solicitor is not as a provider of services to the general public. The County Code defines the role of the Solicitor as the attorney who gives advice to the County Commissioners, represents the County in litigation in which the County is a party, and acts as legal advisor to some of the County offices.
The Solicitor does not provide advice to the general public, nor does the County Solicitor act as counsel to the other elected County officials, that is, the Prothonotary, Clerk of Courts, Recorder of Deeds, Register of Wills, District Attorney, Treasurer, Sheriff and Auditors, all of whom are authorized by the County Code to retain their own legal counsel.
The Solicitor does provide legal advice and representation to the Board of Elections, the Board of Assessment Appeals, the County Assessor, and the Tax Claim Bureau, among others.
The position of Juniata County Solicitor is a part-time, salaried position, appointed by the County Commissioners and serving at their pleasure. The Solicitor position is not structured with a specific number of hours devoted to the job, but rather is "on-call" when the Commissioners desire advice or require representation.
